The Baltimore Penn Station Redevelopment Project is a major infrastructure and urban development initiative designed to modernize Maryland’s busiest rail hub and transform adjacent parcels into a vibrant, mixed-use district. As Project Principal, I lead the technical delivery and coordination of engineering services supporting both the renovation of the historic station and the development of new transit-oriented facilities.
RK&K is a key member of the interdisciplinary team led by Penn Station Partners, selected by Amtrak to execute the station’s renovation and adjacent parcel development. The initial master planning phase evaluated the station’s structural condition, identified renovation opportunities, assessed Amtrak-owned parcels, and proposed a new north-side train station connected via an extended aerial concourse.
During the master planning phase, RK&K:
Assessed utilities, topography, and site infrastructure
Coordinated with state and local agencies
Reviewed Amtrak properties and prepared a Zoning Memorandum for the TOD area
Analyzed FEMA floodplain impacts on redevelopment feasibility
In the design phase, RK&K provided:
Utility system design and relocation
Floodplain permitting, stormwater management, and erosion/sediment control
Site layout and grading design
Right-of-way improvements to support multimodal access
As utility coordinator, RK&K managed:
LIDAR scanning
Utility test holes
Comprehensive boundary and topographic surveys
Subconsultant A|I|DATA supported utility locating and topographic surveying efforts.
Enhances multimodal connectivity and passenger experience
Preserves and modernizes a historic transportation landmark
Catalyzes economic development through mixed-use activation of adjacent parcels
Aligns with regional goals for sustainable, transit-oriented growth
