The Downtown Frederick Streetscape Project is a strategic urban revitalization initiative aimed at enhancing pedestrian infrastructure, optimizing public parking, and modernizing subsurface utilities across the historic downtown core. The project builds upon a 2021 streetscape study and is supported by a $500,000 grant from the Maryland Department of Housing and Community Development (DHCD) Strategic Demolition Fund.
The current phase focuses on predevelopment engineering and design, including:
Topographic, Boundary, and Utility Surveying: Comprehensive mapping of existing conditions to inform design and avoid conflicts with concurrent infrastructure upgrades.
Parking Study: Analysis of current and projected parking impacts to support balanced mobility and access.
Natural and Cultural Resource Evaluation: Assessment of urban forestry, landscape architecture, and cultural assets to guide sustainable design.
15% Design Development: Preliminary design of streetscape improvements, integrating survey data, traffic modeling, and utility coordination.
The project adopts the “Zone 1 – Blue Treatment” concept, which:
Relocates street trees to parking lanes
Expands sidewalk widths without altering curb lines
Maintains two 11-foot travel lanes and parking on both sides
Enhances pedestrian experience and accessibility
Design efforts are coordinated with the City’s Department of Public Works to align with ongoing storm drain upgrades. Shared survey data and utility mapping reduce redundancy and ensure compatibility between systems.
